At a guess it would be in the medium carbon steel / low alloy range, so slightly harder than you low carbon steel ( Structural Steels Beams, RHS etc )
Yes you could drill it...If going slightly over size to existing a snapped drill bit is possible so getting a good bit and getting your pressure / speed correct is a must.
