Looks like the reef that i fish about two ks north of tworocks .Flatrocks is further north. mite be wrong . but its not a bad spot .Off the edge at low tide or in the hole between the reefs anytime

Not sure if there is actually a law against it.. however, I do know that people do camp up there.. set up tents and all sorts.. as you can see, the dunes goes inland a bit and you can set up camp anywhere in there..
2 months ago, I went to a beach party (yeah i know) which was a little further than that patch.. in fact, it was the next opened up dune to the north.. and there were people in tents camping on the other side of the dune..
So yeah, I gather its not too risky however, I am not sure about the view on lighting a fire though..
Ive also camped up the beach before too when surfing as a kid.
