Blowies are always a problem
Blowies are always a problem when you fish from a jetty, even at night. You can throw hardbody lures for Flathead but you'll still hook some blowies. I'm with Billstar, I tend to avoid Point Walter these days because the idiots are as thick on the ground as the blowies are in the water. I also don't find it that productive for flatties as it used to be, probably because the sandbar is usually choked with that green stringy weed that the flathead hate. Try Bicton Baths just down the road or the flats around the Applecross area instead.

Whitebait will work well
Whitebait will work well enough on Flathead if you slowly retrieve them across the bottom or for Tailor if you do the same in the surface levels but you really need to do it late evening or night to avoid the blowies. I like hardbody lures like Halco Laser Pro45, Halco Scorpion 35 & little Strike-Pro's for the flathead. The same lures will also work on Tailor but my favourite Tailor lure is a 10g Halco Twisty. You won't get blowies at all on the Twisty because you would be retrieving it too fast for them to catch. You'll still get a few blowies on the minnow style lures but not as many as bait & it's a simple matter to flick them off & cast again.
