I am no video expert, but I have a program on my computer (came free) that does it. I think it is Windows movie maker or DVD maker. It is definately a windows/microsoft program.
Depending on the format your video recorder uses, you just import it into the software and then save it as whatever file size you want. It gives you options like, e-mail (for smallest size), web (for youtube), standard def, high def and full 1080 high def.
Pretty sure you can download the software for free. I will check when I get home later & let you know exactly what the software is. It shoudl definately do what you want.
What filetype does the go-pro use? mp4? mov? wmv?
