Yeah there are plenty of fish in both the Canning and Serpentine dams BUT with the backward laws here in WA no access whatsoever is allowed let alone throwing a line in. In saying that though I know of a few guys who have fished there and done quiet well but you need to keep your ears and eyes open for the rangers and have a plan to make a quick get away.
I notice that Lake Leschenaultia near Chidlow is on Fisheries list of waters open all year so that could be worth a try. In years past it did get stocked with trout but the locals hammered and even netted it before the season officially opened so stocking was ceased. There used to be a population of Redfin in there too but not sure of whats happening these days but the fact that its listed as open all year for fishing would suggest that there must be some fish in there.
Closest I'd suggest would be Dwellingup too. There is sections of the Serpentine that hold trout apparently, but I've never fished there and I know there's closed areas along the river as well so check regs. I grew up in Boddington catching decent sized redfin in the Hotham River so that could be worth a shot. Haven't fished it for near on 15 years so not sure what its like nowadays but you can get down to the river off the gold mine access road and I did see a few pictures from there about 2 years ago
