Rottnest Island Marine Reserve

 I've fished rotto plenty of time but alway targetted demersals in deeper water. My local whiting spot has been dead lever since last years salmon season (I think they ate all the kgs and sand whiting in the area).  Anyway I'm thinking of targetting shallower water around Rotto for whiting. Doesn't anyone know if you allowed to fishing inside the Marine Island Reserve?  I've alwats assumed you weren't, but looking at this guide it seems you can as long as you aren't fishing in the santuary zones. The Marine Island Reserve line that encompasses the whole island is about no discharge of solid waste, fuels etc?

People fish from the island itself so fishing can't be banned everywhere.

Only restricted in the sanctuary zones.
