Last year Mewstone and Stragglers Reefs were pretty consistent spots for them, but when the big schools come through they're pretty hard to miss! Lures are probably easier, especially on a ski (Dr Hook School Bullies are a favorite, or a trusty halco twisty) Salmon will take just about anything though so unweighted mulies work a treat too.

There were guys here getting them on unbaited gangs. When they are going off, they take any and everything.

I find soft plastics with a good strong 8/0 head I found worked really good trolling behind my JetSki they don't spit it as easy and the bigger hook makes it easier to unhook with the limited space on a ski

Lures
Yep lures are the way to go ....don't want to mess around with bait when you are ripping around the reef breaks .......

If you're on a ski...
...sitting on a school of salmon, anything you throw will work, and I second the use of single hooks...much safer than trebles, makes for an easier release, and the hookup to landing ratio is at least as good. Try retrofitting singles to a proven surface lure, like a Roosta popper or a Tango Dancer!
On a different note, when I use the bream/whiting gear for salmon, I use something cheap on the end, like an unweighted softie...only costs a dollar or so when I get blown away!
