In relation to the stingray, line capacity doesn't matter. You'll be lying on the ground with back spasms long before you get spooled by a 2m stingray.
300m is plenty for most sharks, even the genuine monsters. They usually head out a bit then travel parallel to the beach so capacity isn't so crucial. Rays on the other hand tend to head straight out so more line is needed at times.

depends on whether you're casting, Kayaking it or Ballooning bait.
Casting 300-400m should do it
Generally kayaking puts your bait out at 300-500m
and ballooning can be as far as 350m
so bearing in mine 30lb line = 10 lb drag. I would suggect as a rule of thumb, amount of line = distance the bait is out + 300 metres.
