Stick to
swells under 1.5m and winds under 15knots. Can be particularly tricky with any E,NE,N wind over 15knots with small waves at the ramp ontop of any surge.
Another factor can be low tides. Took my tub out on sunday and had a little 'fun' at the ramp with the low tide.

Gracetown
Hey Don I have been swimming at gracetown a few Days recently and lots of small boats have been making use of the good conditions to launch there, looks like a decent little ramp for another 15 min driving

Grace town
Just keep heading south along caves road about 15-20min it's also known as coworumup bay. Just beware the swell has kicked up significantly today.
Sharks won't get me I am swimming in knee deep water lol
