Does anyone know what fish it is?

Adult Gobbleguts have a translucent brown body and a series of black spots along the lateral line. They have two separate dorsal fins.
Gobbleguts grow to 12cms in length.
They are abundant and are found from Albany Western Australia, north around the Northern Territory and to southern Queensland, in weedy areas in inshore reefs and estuaries.

I can possibly understand someone confusing them for a bullseye, but a perth herring??
The perth herring (Nematalosa vlaminghi) aka boney herring/boney bream looks nothing at all like the gobbleguts.
Also who says they are a pest roberta? I perosnally don't consider them a pest at all. They hardly take baits meant for bigger fish, and if they do you can just put them on live, they make great baits for big bream.
