Fisheries could tell you who the main culprits are in regards to race. I wonder how the abolone go in regards to offences/ethnicity. Surely its a statistic worth looking at for education purposes.
IMO if an education programme could be introduced into studies in the last year of primary school I think it would go some way to reduce the taking of limited resources and complying with rules and laws for the conservation of our native resources just 1 20minute period a week would see some reduction of this type of crime, for that is what it is when all said and done.
To be able to catch crabs in mandurah/or swan river .. or seperate licence . Increase fines $100 bucks a crab / plus $100 extra if undersized . You would get nothing of a small crab . Got me buggered.
Some people take all the crabs they see, all they do with them is put them through a vitamiszer and cook up for the broth / flavour.
Old folks used to have a house at Falcon overlooking the water, happens nearly every night. Scooping every crab, running them down to cars in back streets. DFWA considers it a less important fishery than the big commercial ones like abbs and crays so put less resources in.
I don't think education would help, from seeing some of them hiding the crabs, and checking carefully if anyone is watching before they go back to their car, they know it's illegal, but they will take the risk.

A year or so back they had a multi jurisdiction road block on the freeway, fisheries found a bunch of cars with under sized crabs something like 20 people and 300 under size. Ive had it said to me a number of times from a close friend who, lets say, is from that part of the world.
These guys a notoriously tight ass which is the overriding motivation.
You want to stop them...or at least 98% of them.... up the fines to the point whereby they are that high the just wouldn't risk it.
