When I have been diving there has been times when nobody is on the boat while we have been in the water diving. We make the appropriate notifications to sea rescue of when we go in the water, when we come out of the water and GPS coordinates of our boat.
It would be a good idea that the person on the boat as a look out is shown how to make a radio call and how to use the vessel equipment such as bilge pumps etc.
I'm not sure that being "on watch" can be considered being "in control" of the boat..

 I know some disagree, and I don't know exactly why their boat dragged but I do not ever use (nor recommend) a reef pic if the boat is unattended.

 when diving it is now  "Meet you at the anchor".  always check it is securely locked in to a hole.  Rob H makes a good point about using a sand anchor.  As a diver you can always get it back if it is stuck.  We generally go back to the anchor just before surfacing and set it so as we can retrieve it.  Took a lot of years and 2 occasions of drifting boats to learn my lesson though.

Good result though that could have gone bad.

 We have a reel of about 6mm rope on board and one end is attached to one of us and the other is tied to the boat.We feed out as much rope as we need for the dive that we are doing.My only concern with this is when knob swallowers come and drive around on top of us while we are on the bottom.My mate hooks the rope to a cable tie attached to his BC that would snap off if a prop picked up the rope

 Crano - that would be a PITA if going around a big bommie or through swim throughs or caves.  Best to have a 3rd person in the boat on watch but understand this is not always possible. Be aware of possible wind shifts and have a big anchor on long rope jammed into a hole.  I don't like diving with no one in the boat as we have had a couple of anchors pull about 30 years ago.  that put the wind up me.

in relation to first post then as far as i know the person left in the boat does not need RST as they are only a passenger at that time.  Only underway and they driving would they need it but not likely to get pinged if it was an emergency incident.

 not sure what anchoring has to do with needing a skippers ticket when keeping watch hmmmmm. 

Uncle don't think you need a skippers ticket to keep watch but technically if you had to up anchor to rescue the divers someone on board should have a skippers ticket.

I'm pretty sure the person that stays on board does not have to have a skippers ticket as long as the boat is at anchor or moored. As long as someone on board has a Skippers Ticket & in charge once under way, all is good.
I could be wrong as some of the rules may have changed December 2015.

If I didn't have a skippers ticket and was "watch keeping" on a vessel and something happened that required the vessel to be moved to avoid a tragedy or in the case of an emergency having or not having a skippers ticket would be the last thing that I would give consideration to.

The vessel needs to be moved now!!! do it.

Sort the paper work out later, peoples lives are at risk here.

Had a dive ticket since 1992 and has always been the case that when boat diving that you always check the anchor first and ensure that all shackles are wired up with stainless steel wire and ropes are in good condition.
Also pays to put a deco rope 10mts long over the side to hang off if diving over 25mts.(safety stop)
If the person on the boat does not have any idea on how to handle a boat and it come adrift then you are putting that person at risk also.
SAFETY TIP:
Put a small grapple hook anchor to the bottom from the back of the boat and use that as a safety/backup anchor and a deco rope with depth tags on it .
