DSLR camera lens filters

Very soon, I plan on buying a 67mm circular polarizer filter for a Canon EF-S 18-135mm f/3.5-5.6 IS lens and I am in need of the more experienced, preferably users. Here's what I'm after:
- Brand name suggestions and brands to steer clear of (Hoya and Tiffen seem to be popular?)
- Overall image quality?
- Performance in low light or at night?
Any help would be great. More questions to come - guaranteed!

I don't have a circular
I don't have a circular polarizer filter, just the UV filters but I recommend and use Hoya Pro1d or the B+W F PRO UV-HAZE. Actually I like the B+W one better as it is much much easier to clean than the Hoya.

I use a Hoya 72mm circular polarise filter bought from the same place as Tim, I went on Ebay and bought a 4 pack of lenses (uv, rose, polariser and magnifier) and haven't used any of them yet, having said that, the 4 lenses cost me $30 less than the one hoya filter. Seeing as I only have one lens I just leave the hoya one on for all my water shots and sometimes take it off for inside shots (not that it ever really gets any of those)

What's the go at night? Do they need to be taken off?
Also, how often do they need to be cleaned?
