Release the balloon first by itself while holding onto the bait so it can get out past any waves. Then stop the reel from free spooling and launch the bait out. It should quickly swim out to where the balloon is.
You can use any high capacity reel. Overheads usually let you fit more line on than spin reels. 300 meters of line would probably be a minimum 1000 meter capacity would be better. For the rod you can use anything from a 6 foot boat rod up to a 13 foot beach rod, as long as it's heavy enough 15kg or so. I think the ideal balloon rods would be about 15-24 kg and 10 foot.
When tying on the balloon I tied a uni-knot and then used that as a slip knot around the balloon neck. That way I could back it off to let helium out or add extra helium. You have to adjust the balloon for the wind and weight of the bait so that it's skipping in and out of the water.
Planning to fish off the jetty or off Fowlers point (or beaches?? What do you prefer spinning or overhead (overhead better for the sharks)
Jetty is pretty easy and rig as above. Off Fowlers point if on the eastern side facing into the bay you should have the wind at your back same thing goes. Try a cigar float if fishing for kingies will enable you to cast better if required.
Search Fowlers Bay and scotts bay and you should locate some older threads with info

Will most likely be west or south-westerly which will be okay but from the north will take you out into the bay.
Overhead will be best for the sharks - rod length off the jetty won't be an issue. For kingies either spin or O/H. watch out when they try to take you into the pylons. - Play them out a bit if they stay away before bringing them in close but they are known to just dive straight under the jetty.
For kingies put out a live squid with no wire (kingie jellybean).
