Well tight budget this one...
A Penn SSM 850 or 950 matched with their Penn 950 rod would do just nicely. Rod is 7' and stiff. It should be got for $110 as a combo, I think that would take some beating.
The SSMs have a very good drag, no disengagement of anti reverse, big handles, and cast braid or mono. I'd go the mono. They need a good grease up on every part and nut before use if you want them to last ten years, otherwise just use out of packet and have a blast.
good luck.
Edit..... $120 with a Mriner rod. I would go the 850, it's big enough.

Shimano Starlo Classic 1006
As far as rods go I bought a Shimano Starlo classic 1006 Graphite Rod (2 pc) from BCF for $119 to use up at Quobba. Matched with Diawa Saltist 6500 which is about $300. Penn reel mentioned above should be ok
Absolutely brilliant for the price and casts lures a mile
Attached are couple of vids of it in action.

That rod of JoRn's would be
That rod of JoRn's would be the go at that price.
When asked by a non-fisherman 'how many fishing rods do you really need?' the correct answer is either:
n+1 (where n is the number of fishing rods you currently own); or
n-1 (where n is the number of fishing rods which would cause your significant other to dump you.
