Whiting and flathead are quite common
from the local beaches. To catch the whiting you can try a much smaller paternoster rig with small, long shanked hooks. Ox heart is pretty good for the whiting.
Flathead will go for a paternoster or a running sinker rig. Small mulies and bluebait work well for them.
Or go for all the species and use a "surf popper"

The surf poppers are hard to come by in WA
They normally come in a pretty standard size. A major retail chain that starts with K do sell them on occassions.

Storm Gardies
Use a float setup and chase some big gardies... they're everywhere at the moment.

when conditions allow for it
ie, relatively calm or with the wind at your back and when everything else is failing i always put on a decent size float with about 5ft of leader going to a Long shanked hook or suicide with a bit of red meat. Mutton works a treat, stay's on the hook well, plus it's cheap. 95% of the time i will always go home with a good feed of Herring, if not a bonus tailor. If things are really quite just burley up a bit, even put some thru the centre of the float if has a burley hole.
