Is the 15hp 2 or four stroke? If it is four stroke I reckon you are better off keeping it on a stand even if you can lay it down as per manufacturer's recommendation. Reason being heaps of stories of people laying them correctly then family, friends or in laws want to borrow something from the shed, move it out the way and incorrectly lay it down or worse lay it down incorrectly for a long weekend and then return your lawnmower the put it back correctly leading to issues next time you use it.
If 2 stroke not a problem but generally lay it prop side down or on the tiller side as it is generally stronger than the gear selector side.
As to starting I think once a month with new fuel. If you are going to run it from a tank with pre mixed oil use a fuel stabiliser or you are likely up for carby work at the next service. The reason for once a month starting (with muffs/water is to stop the impeller sticking to the water pump liner cup and to move the engine/gearcase components around.
