My tilt and trim was working fine untill I took the tilt/trim motor off to give it a clean up and paint, when I go to tilt it the tilt motor runs but the ram wont extend or retract. Im stumped

Oil level/air lock
You don't say what type of motor you have got, so this is just a stab ok. Most tilt and trim motors that I have seen have a bleed screw in the upper 1/4 of the tilt/trim motor.
You should make sure that there is oil in the motor, this is done by filling the motor through the bleed hole if there is no other filling hole. Fill till oil comes out the hole refit plug and make it full closed. Run motor and slowly open bleed hole slightly until air is observed coming out of bleed hole when no more air comes out screw plug in firm, not over tight. That process removes air from pump/motor and hydraulic system should now work.
Hope this helps but as you don't say what motor you have got it's a guess it works on my Yamaha.

Had the tilt motor seize up
Had the tilt motor seize up on me up at Ningaloo Station last November (200 4 stroke). Took it apart and cleaned it up, when we put it back together the motor ran but the ram didn't move. Had to take tilt motor of again and remove a plate covering the hydrologic pump and reconnect a plastic joiner that connects the pump and motor. It took about 3 goes to line it up and get it working again.
Hope this helps.
