Towing a tube 7.9 Knots or less

According to the DPI website, skiing, tube towing etc is legally defined as being 8 knots and over.
Does that mean I can tow the kids on a tube anywhere less than 7.9 Knots?
Except the Belmont ski area where it is banned alltogether?

not sure about the swan but on family days have towed the kids all the way from peel estuary to well past the Ravo and never had a problem. (idle speed)
(talking about from when I was a kid .....while back.....lol to present.)
marine and harbours having a pretty bad day to bust you for that.

You could but it would depend where. If its in an area of no real traffic l wouldn't think its a problem. I suppose if there being anal they could do you for being outside a designated tow/ski area.
