using burley in the city of cambridge

Had a discussion with a regular customer who reckons its against council law to use burley on the beaches in the city of cambridge which apparently includes beaches like city beach and floreat.
Can anyone confirm or dismiss this at all?

dont think a burley cage with pollard/chook pellets and oil is gonna end up with a trip in the divvy van. I think it refers more to the guys that stake offal and fish frames in onion bags specifically targetting sharks. Typical council red tape shite, just trying to cover there arses in case big whitey decides to show up at there local. besides town of cambridge have had a good reasons to cover there arses lately

The City of Cambridge prints a fishing guide for
the beaches under their care. From memory that document states you can't use burley at certain beaches. However, I think they are more concerned with people trying to burley up sharks.
