By "later this month" I'm assuming you mean September? I would think the water would be too cold/dirty at the moment for this type of fishing.
Summer fishing, whiting get more aggressive as the water warms, have had the most luck from dec to march. Best way to rig is #6 single lure hook on the front and a double assist on the back (get owner mosquito hooks #8 and snell one to each end of 10lb braid about 5cm apart and hitch them on the back, have had double headers on one lure using this) this time of year your better off using sinking stick baits like the Berkley sub dog, also in clear colours, tackle house rolling baits are deadly or my all time faveriout winter whiting lure the little jack hanebix!

my two picks would have to be the rebel pop-r . And the bassday sinking Crystal popper. The bassday is quite light, 5gm from memory, but those days when you can have schools of whiting chasing poppers but can't get a hit, the sub surface action of a sinking popper gets them really horny. the other I have done well on is the luckycraft sammy65. It is a bit bigger than your standard whiting popper or stickbait, but the action it gives with slight rod movement is as good as I have seen in any walk the dog style lures. My only tip is don't stop winding when you are watching whiting stalk your lures.
But gave it a hot shake last summer. Started a little late and thanks to a bit off advise from Ryan Thipthorp got into a few Yellow fin, and some whoppers in Peel. Scumdogs in clear, and a prawn imitation in prawn colour (I will get the name if anyone is interested) was the standout. Saw a nice large school and peppered them with a change in lure every second cast (I have about 20 different ones) to learn about lure and technique. Watching as they changed direction and intent. The standout for interest from them was certainly the clear scumdog and the prawn lure. Also some real cheapy ones I got from Tuckey's tackle on a recomendation from Chris there showed promise, but I didnt even bother to look at the name.
Also a Rainbox trout imitation lure I had in the box from Fresh water efforts hooked a couple. This year going to experiment much more as I try and perfect the technique.
Another thing I tried with mixed success was a Crazy Charlie fly attached on a spin outfit with a water filled clear blob as weight. Used about 2m of leader from the ball. Didnt have the wand at hand but might give this a further go as I think the blobs wake caused them to abort the chase more often than desired.
Will start again late October because had a few "cast practices" in winter and they showed little or no interest even though they were there.
My favourites are Bassday Crystal Pop and Strada Viral 70 Floating, both in clear or translucent brown or yellow. Try mono leaders over fluorocarbon, the lures track alot straighter, less sideways movement the better ive found
