Boating Industry Association Demersal Fishing Report.
Boating Industry Association Demersal Fishing Report.
People may have seen an article in the West about the Boating Industry Association of WA supporting a recreational demersal fishing licence attached to a boat, including comments about anglers having to apply for "fishing days".
In fact the report was commissioned by the Association and written by former Director of Fisheries Research (now retired) Jim Penn.
The reported part was only one part of a 42 page report covering all the proposals in Fisheries Management Papers 225 and 228 from earlier in 2008, and more. The report was written in August.
The source document for the recent article in the West is:-
"REVIEW OF NEW RECREATIONAL DEMERSAL FISHING RULES FOR BOATING INDUSTRY ASSOCIATION OF WESTERN AUSTRALIA INC.
Prepared by Dr Jim Penn, Fisheries Research and Management Consultant"
That full report is now available on the Boating Industry Association website at http://www.biawa.asn.au/index.php?content=news&page=news.php&action=viewArticle&articleID=75
The report covers:-
1. Minimum and maximum size limits
2. Bag limits/boat limits.
3. Catch quota [tag systems]
4. Closed seasons
5. Closed areas [Fixed and/or rotational]
6. Permanent fishing closures [all species]
7. Roster fishing
8. Demersal Fishing License System (the topic of the West article)
9. Wilderness fishing areas
10. Stock enhancement
Thanks to the BIAWA for making this available to the public so that comments on the article can be based on the actual and full contents of the BIAWA report.
42 pages.... Enjoy.

It's a very simple
It's a very simple question.
Looking for answers, not reactions.
No need for tissues. If enough people, especially Adam, think it's worthwhile then I'll continue.

The way I understand it Matt
The way I understand it Matt it is 2 daily bag limits per boat, total of 8 cat 1 fish and if you have 5 or more people on board the fifth person and up can have two fish each. So only max 4 dhui's if 4 people on board.

Fisherie's never give a straight answer
They are pathetic the way they give information out never give the right answers and always twisting things only the answers they want you to hear.
Terry, the info you supply and help with links on this site is excellent, definately worthwhile in my opinion you help out more than the fisherie's

If you think working voluntarily for the future of recreational fishing so that recreational fisherman can get a fair share of the fish, have reasonable rules, no unnecessary "no fishing" areas, and know enough about all that, is "treehugging", then I guess by your definition I'm a treehugger. Real green "treehuggers" might not agree, though.
======
Questions like the boat limits for dhufish are things I can help with interpretation of the media releases and stuff posted on the Fisheries website, or I can ask my better informed contacts in the Dept of Fisheries.
My interpretation of the words in http://www.fish.wa.gov.au/docs/pub/WestCoastDemersal/management.php
is that the boat limit for dhufish with four people on board is 8 dhufish, from
and that could be made up of 8 dhufish, but no other category 1 fish, from
which are 2 dhufish per person per day, so 4 people could have 8 dhufish
Yep there was talk of "the boat limit being two individual bag limits" and that does fit for the boat limit being 8 category 1 fish, but the inclusion of "(subject to individual daily bag limits)" complicates the interpretation so that it DOESN't appear to apply per species.
If that interpretation is correct, then the new rules to come will not actually provide any protection for dhufish IF people chose to target and keep only dhufish.
Having given that interpretation, I have seen several cases where the actual regulations as written are slightly/very different to the wording of the media releases, etc so the only thing that matters are the regulations, and they haven't been released yet, so no one knows.
THAT'S why it's a bit much to ask about management rules which haven't yet been put into the regulations and then expect every person working for Fisheries to know the exact details of what's coming, and why some would be wary about commenting.

If the new regs are subject
If the new regs are subject to daily bag limits and there is a max of 2 bag limits per boat and each bag limit only allows 2 dhufish per bag limit I would think that would be max 4 Dhufish? Any way we will find out the nuts and bolts of it in the next few months.

Thats RIght
Thats right if they word it as a boat limit of 2 daily bag limits but as Terry said Jason the wording atm says 8 high risk fish.

But the announcement didn't
But the announcement didn't say the limit would be "2 bag limits per boat", it said "the boat limit would be 8 high risk fish"
Agree we have to wait for the regulations to get this cleared up.

Terry, You do a good job
Terry,
You do a good job on this site and others. Those interested in reading should read it, those not interested don't read it. Everyone is entitled to an opinion, we do live in a democracy.
But don't shoot the messenger, Terry is only providing the information.
