Brakes for boat trailer.

Doing my Dunbier trailer up and was wondering wether I need to have mechanical brakes on it. The trailer/boat motor would be over 700kg but under 1000kg. It is a 2001 model.
I know that now anything over 700kg has to have brakes but the older models didn't up to a certain point.
What year did the law change?

From the transport website. Feb 1990 was the date of the change. After that date if the gross vehicle mass is more than 750kg the trailer requires brakes
