If you can get a signal may be ok, better than nothing. Have used navionics at a pinch up Darwin

I've used it, works well. Had mine mounted in a waterproof case.

You can save tracks and plots. You can also sync with your phone/other devices.

I use it on the iPad and put a mount on the boat for it

You download the maps while you have signal on land and as long as it's the 3G/4G model the GPS works whether you have mobile signal or not

It's brilliant and easy to use

If I had to say something bad about it, adjusting the screen (Touching) while slamming waves gets old quick

I used to use my phone in the dinghy before I installed a combo unit. Works well but you'll have to mount your iPad if you're going fast as it'll be hard to view with your hand jumping around in the chop. Marking ground is a lot more cumbersome than just hitting the mark button on a plotter too and it doesn't update your position as quick as a plotter which is pretty vital for setting up a drift over small lumps.

I'd always chose a mounted plotter over an iPad but Navionics on my phone came in very handy when my previous plotter's GPS failed while out on the water and I was still new to the Hillarys area.

Depends on what you want

As a general guide a tablet won't be as feature rich as a dedicated chart plotter, but if your needs are basic and you want to save some money it can work.

I have an ipad with iSailor and Garmin GPS puck as my backup to my backup system.  I've used it out on the water once or twice, works fine for what it is.
