Pt Peron/Garden Island

Does anyone know if theres any restrictions regarding spearfishing (gidgie) around garden island?
havn't been there for ages but i remmeber snorkelling there as a kid and there was quite a lot of decent looking fish.
If i change my mind and want to stay dry, wheres good for a cast?

thanks for the link. Still not completely clear, but from what i can gather the shoalwater islands are protected- im guessing penguin island is part of these.
