you do not want to use the ci4 as a winch, wont last long at all before you hear rough sounds coming from it.

A normal stradic 4000 still
A normal stradic 4000 still not that great, 8000 would be better if your mostly using for heavy sinker fishing, 4000 size is perfect for chucking lures up to 40gm, just depends what you want more i guess.

Would be good if you're just lure chucking with it though.
Should be a fair few rods. Noticed shimano had some new ones out that I want to look at (only $130, so seems to match in with an equiv of a SSX but for sinker fishing not lure chucking).
Knowing what weight, line class and length you need will help. The penn's come up quite often as a recommendation btw (called rovex barios now I think?). I dont really beach fish, so not sure of any specific recommendations.

dont get a ci4, as mentioned,
dont get a ci4, as mentioned, there not designed for winching in fish and fishing heavy surf, they feel very tacky and weak. look into a saragosa 5000 instead, bigger gears and bigger line capacity and has a lot more grunt then the ci4.
as for a rod, the rovex bario is quite poplar, great for chucking out heavy sinkers and putting hurt on the fish, comes in at a lot cheaper aswell.

Might get a sensor surf for that sort of money otherwise go the rovex bario/penn spinfisher surf big game.Great rods for the money.I think the stradic 4000 will be too small for heavy beach work though.

I fish a stradic 4000 on a Seajigger 305 with pe2 when chasing Tailor and Salmon. Great setup for throwing plugs etc and baitcasting, have fished with up to 2oz lead plus half a mulie and it seems to handle it but as others have said you would want something larger for heavier weights.
