You can only access
Wagoe beach via lucky bay ( 25 Klms Sth) of wagoe chalets unless you are staying at chalets and have a key for their gate as access is via their farm.Apart from that will depend on wind and swell as to fish ability . Bring plenty of tackle as you WILL lose a lot on reef. plenty of stuff on site already written about wagoe ,just search it up.

Soft sand.
We did the quad bike tour Jan 2014 and I thought the sand was easily as soft as Preston/Whitehills.

cliffs
do the cliffs up there hold the same species as wagoe and are all the cliffs a long walk to get to?

Search the site.
plenty of info on site about Kalbarri , perhaps even PM Tangles once you have studied up a bit.

Sand
Will depend on how much wind was blowing the days beforehand. If swells been up and water has been along beach stretch then it's pretty hard, if winds been blowing and not much water over reef then soft as. One day tracks all over beach next day wind blows it's bum off and it's clean as a whistle and soft...Either way 18 lb on beach min and less if soft.cliffs hold same species. Same same along that stretch, you just need to put in a lot of hours up there and a lot of tackle into the ocean to catch something.
