Productivity Commission recommends tighter regulation of recreational fishers,

thought we recs would be in the firing line again over licences etc some time into the future
not sure how it would impact in WA as we are already heavily licenced and managed imo

Productivity Commission recommends tighter regulation of recreational fishers, says the sector's been treated with "benign neglect"

ABC Rural By Anna Vidot

Productivity Commission says Australia has treated recreational fishing with "benign neglect", and has recommended that all recreational fishers be licensed in future.

It noted that the recreational catch matches or even exceeds the commercial take for a number of species around the country, and recommended five-yearly surveys of recreational fisheries to get a clearer picture of that.

By contrast, the Commission argued that tighter regulations on commercial fishers were "discouraging innovation" and increasing costs, and should be reformed.

The findings were contained in a draft report, which looked at regulation of Australia's recreational and commercial fishing sectors.

Commissioner Melinda Cilento said the government-ordered review found the impact of recreational fishing on fish stocks hasn't always been clearly understood or regulated.

"We know there are plenty of recreational fishers out there, but there isn't a lot of up to date information on how much fish recreational fishers are catching and where they're catching it from. That sort of information is really important to enabling sustainable management of fish stocks and species," she said.

The report noted that many recreational fishers were already licensed, but recommended that be expanded to all the whole sector nationwide, through a low-cost licensing regime.

"The importance of licensing, for us, is not about raising revenue but about using that as a means to get a better understanding of who's fishing, where are they fishing, what are they catching. It gives us an opportunity to better inform people about the rules and regulations of that," Commissioner Cilento said.

She cited NSW's mulloway and yellow kingfish fisheries, and South Australia's King George whiting fishery, as examples where the recreational take was significant or even exceeds that of commercial fishermen, and noted that recreational fishers have been able to increase their take as scanning technology has improved and boats have grown bigger.

Productivity Commission calls for change to "out of date" commercial fishing regulations

The Productivity Commission argued that the burden of regulations aimed at keeping fisheries sustainable, has fallen more heavily on the commercial sector than on recreational fishers, and that some of those regulations are "out of date".

"They're not enabling commercial fishers to innovate and develop their own best practices, and they're not the best methods available to ensure that catch limits are met," Commissioner Cilento said.

"So, [regulations about] the size of boats, the size of nets, the types of lines, those kinds of things. When you impose restrictions on that, it makes it difficult for fishers to develop new approaches and new methods which might not be consistent with those types of rules, but you're also not targeting what you're interested in, which is the number of fish caught."

Debate over the size of fishing vessels hit the national political agenda in 2012, with the arrival of the supertrawler FV Margiris (subsequently re-named the Abel Tasman) in waters off southern Australia.

Amid community uproar, the then Labor federal government issued a two-year ban on supertrawlers.

The Liberal government made that ban permanent in December 2014, closing Australian fisheries to factory vessels of more than 130 metres in length.

Commissioner Cilento would not be drawn on the manner in which the report's recommendation in favour of loosening commercial fishing restrictions took into account concerns about the environmental impact of that action.

"I think the point to make there is that the report makes clear that Australia's doing a pretty good job in terms of managing its fish stocks, in terms of sustainability and those environmental aims.

"The Fisheries Research and Development Corporation has concluded that 90 per cent of stocks are currently managed sustainably, which is a great outcome. The challenge in the future is to make sure that we can continue to achieve that performance.

"That's why you need best practice regulation, and that's why you need to take into consideration the catch of all sectors [both recreational and commercial]."

More to come.

Intro

just saying G'day.

first post.

Just moved to Kalbarri from Townsville FNQ, just towed the boat 6000 km! used to live in the Pilbara where I had a FTOL ( " Prozac fly fishing adventures")and also lived in the  Kimberley, but after a few years in FNQ have bought the new boat and moved back to Kalbarri for the duration.

I love any type of fishin and boating, but these days concentrate on finding out how things work here in Kalbarri.

pretty much a rank amateur to the type of fishing here, but willing to learn.

I work part time and I'll need a deckie from time to time as my Admiral ( the missus) works mon -fri, and I get a lot of days off during the week, so if you are around the area and feel like wetting a line,  drop me a pm.

I am running 2 rigs, a Webster Manta Ray for river, and a 2016 Mako Cat for offshore.

Happy to look at reciprocal trips ....ie......someone willing to get me onto a Perth KG........and when time suits....We do a Kalbarri trip in my rig......saves towing.

Sounder shot, bait ball

Playing around with the new sounder when I was doing the motor run in  the other day, I have since changed the background to black. Have to adjust the colour line when I'm out next and fine tune the height of the two transducers. Also have some awesome shots with structure scan over James service reef and the Rockwall at woodies boatramp that I'll post when I get a chance.

Shimano Stella 6000HG

 Hey everyone,

I have recently purchased a brand new Stella 6000 from BCF (only from BCF because it was on special). They didnt have one of that particular model in stock so they ordered one in brand new from Shimano Australia. The first dissapointment was that they ordered the pg instead of the hg. Then when they finally did get me the correct one, I went home and unboxed it and all. To my surprise it made this noise (I think from near the handle but not 100% sure) and to be honest it was not smooth at all, my Saragosa 10000 was actually smoother and this surprised me and i thought something was definetley wrong. So I took it back to BCF and they agreed that there was a significant noise and that there was something wrong, so they supposebley sent it back to Shimano to get a replacement/repairs.

Today we got the call from them that Shimano is refusing to give me a replacement or repair it because apparently there is nothing wrong with it? They stated that they stock Stella's with this noise and apparently they are not 100% smooth. I thought this was complete bullsh*t because I was expecting a $1000 top of the range fishing reel to be smoother than a mid range $300 reel?

Has anyone else experienced this before with the Stella 6000HG, and could anyone inform me if this is stock or are they just trying to rip me off? because i was expecting something silent and completley smooth?

Cheers in advance

Vinnie

Fishing puddles

Had this planned for a while thought it was about time we had a go.

Biggest fish was also my first of the species close to 7kg, I think the white fish could be a mirror carp can anyone chime in on this?

The second largest red one also had scales similar to the "mirror" it's got me thinking it could be a cross breed?

If anyone does recognize the spot please treat them well they've been there for a long time and hopefully alot longer yet.

Jurien

 Hi all,

About to make the journey from Melbourne to Jurien to get a taste of some home grown fishing.....how has the fishing been in Jurien of late? We will be chasing some demersals with hopes of possibly a pelagic or two thrown in.

Any sort of heads up on depths, tips etc would be appreciated.

Sparky/Inlec change of industry thinking marine?

 Hey guys,
For the last few months I've been trying to recover from a nerve injury called Radial Nerve Palsy, which basically limits the amount of movement and strength I have in my left hand (non dominant) basically if my arm is level I cannot lift my wrist and it just hangs down, this doesnt stop me using it as i can still use my fingers it just hinders dexterity slightly.
Recently its become clear it will not be healing without surgery and my doctor has said while I'm cleared to to work he wont let me climb a ladder. As such it looks like I wont be able to return to my job and finding work in the city as a sparky will be extremely difficult. I have to come to terms with the fact I will probably have to change industry if not career.
I've only ever been an electrician my whole life and have no idea where to start looking, at this point I'll need to look at anything but im thinking why not investigate an industry I'm interested in.
Any tips or ideas at all guys?
I do have skills, I'm a smart, well presented (my best friends would probably disagree with that) young man, able to pass a full medical and always eager to learn something new.
Cheers,
Kurt

Augusta Boat Fishing

Hi All

I am planning on towing my 5.5m Surtees down to Augusta this weekend (weather permitting) for a spot of fishing.

Having never fished Augusta by boat before I was wondering if anyone could enlighten me on anything that I may need to know about the area. I have read that it doesn't take too much swell to make it very sketchy and would just like an idea of how much swell would be unsafe for boating down there...

In terms of the fishing side of things we plan to launch from the marina and head out into 30-40m and sound around for some likely looking ground but if anyone has any tips they would be welcome.

Thanks!

Wind at Ningaloo station

we are heading up to Ningaloo station for a week, camping at South Lefroy bay. Just looking at the long range forecast, it looks like it will be blowing 15-25 knots from the southeast to southwest. I was hoping to take my 5.2m genesis runabout, but am concerned it may be a bit windy for beach launching and fishing. For those people with experience in the area, would you bother taking the boat or is that too windy? What's the max wind you can launch and fish up there?

Shimano Stradic Ci4+ 4000

Just bought the above reel brand new for $229.99. Been looking at different reels and this struck me as a bargain. Here's the link if anyone is interested.

Chasing Trades

Apologies not fishing related but I need a roofing contractor to resolve a problem with a leaky clay tile roof and painter to do some internal and external work. The painting would suit somebody that works on their own as its not a particularly big job. Im just South of the river and trying to get the house sorted for a summer sale. Any help with good reliable contractors would be greatly appreciated.

heres your jigs now gift wrapped

its taken Big John awhile to get organised, but I think you will be impressed with the finished product

Running 2 transducers?? Or is there any need? Help needed

I recently picked up a new (second hand) sounder. JRC ff50. Its going beside my lowrance elite7 chirp which will probably end up being a dedicated plotter.

Ive recently managed to fine tune the position of the lowrance tranny with a big thanks to those here that gave me some good tips and help to get it right. Also sea-kem (andy) for welding on a bracket.

The questions probably been asked on here 100 times before BUT do I need to run the lowrance tranny for a dedicated plotter?

Obviouslty i will lose water temp reading but im hoping (still gotta check) the JRC will have that reading for me.

Ideally I'd like to run the 2 transducers side by side, the lowrance is an 83/200 and the JRC is a 50/200. Other than routing the cabling seperately is there more i can do to avoid interferance from each tranny or should I just NOT do it.

It just seems to be a shame for me to remove the lowrance tranny (for now atleast) until I get the hang of the JRC.

Once again any tips are greatly appreciated. Cheers guys.

Shore Catch Post 6 - Fishwrecked Sponsorship Renewal, Shred Outlets and Shredder Use

Shore Catch is pleased to advise that, after the first year, it will renew sponsorship of the Fishwrecked Website.  The first 12 months have flown by, and it has certainly been an interesting journey.

As I have mentioned many times before, the support by the “Fishwrecked Community” has been outstanding for our new family owned small business.  The knowledge we have gained about what people actually want has been invaluable as we are setting up what is essentially a niche recreational product and services supply business.  Many Members have come to see us and to everyone that has assisted, your support is truly appreciated – thank you.

In relation to the shred, I don’t think there is any doubt that we have created a product that works.  The photos, stories and comments are always quality.  The comment from Cowboy on Post 5 (http://fishwrecked.com/forum/shore-catch-post-5-lot-going) yesterday sums it up.

“That Mulie Shred product is something else.... We could nearly start a thread with sounder shots and "conversions" from blokes using the shred. I was anchored up in the Sound on Sunday and my 12yo son said "Dad, the sounder is busted, we need a new one, this one's screen isn't working..." I asked why and turned around, and unfortunately, didn't get a photo at the time, but the horde of herring and skippy under the boat in 6m had coloured in the whole display. Casting 20m back with fresh squid got what we were after.... Great product, I'm amazed at the dispersal rate. Nearly a measured dose!”

I have a lot of sounder shots, but I still like this one the best as it shows the fish seeking the shred.

The R&D, equipment, premises, permits, etc was a significant investment time and resources, and quite a big risk, but all of the initial signs are positive.  We spent a lot of time learning how to make and package the products and can now produce them in wholesale volumes.  The commercial shredders you could import from the US do not “cut it” in relation to a finished product, and I do think the R&D for processing the local raw material (WA Pilchards) was the important thing.  How to use the shred is another matter and I will write a separate post about this soon, or come and see us at the shop if you are interested.

I am happy to advise that Bluewater Tackle World has placed its first order and our products will be available from the 4 Perth outlets by the end of next week.  Hal Harvey was an icon of WA recreational fishing and the community is poorer from his passing, and to stock our products in his stores is personally very rewarding.  RIP Hal.

With the existing stores (Shore Catch Wangara, Oceanside Tackle O’Connor, Compleat Angler Nedlands, Compleat Angler Rockingham, Tim’s Tackle Guildford, Bluewater Tackle World Joondalup, Bluewater Tackle World Mindarie, Bluewater Tackle World Morley and Blue Water Tackle World Myaree) we probably have all of the shops that we will stock our wholesale products in the Perth Metropolitan area.  We want to make our products accessible across the region but ensure that we only stock in different geographic locations to quality outlets.  Any feedback on the Metro regions we have “missed” is welcome, with the SW being the next market we evaluate once we “bed down” continual wholesale supply to existing customers.

The Shredder is available for Members use to process recreationally caught frozen fish frames.  It will be a free service, subject to attendance at the times that we are using the equipment, and you just have to contact us to arrange – most recreational shredding up to 20kg is done within 15 minutes.  All we can ask is that you buy some of our products to enhance your shred (buckets, oils, dry burley, or other things we make and stock) when you come in.  As mentioned previously, we will shred on a couple of Saturday mornings each month in the warmer months, and times will be advised in due course.  We will be able to cater most shredding requests during the week.  I believe there is a need for a frozen frame disposal service where a useful product can be obtained, and we are happy to offer it.

China wall

port geo marina lighting ?

have had the experience of coming into port geo at night this winter a few times and im really disapointed at how bad the lighting is at port geo marina

there is bugger all lights in the jetty area and as you make your way into the marina mouth once inside the rock walls

the cardinal markers are ok coming in , but on a dark moon night with poor vis its steady as she goes workign you way through the marina

of course a chart plotter can be used ,although not everyone has one , but given the money raised in licences this area should be better luminated imo for night use

anyone else used it this winter and your thoughts ?

thinking i might raise it to the right mob and see what feedback i get

Anyone started the metro sharking early this year

Hey was just wondering if anyone has started there metro sharking early this year and had any luck. Bin out 3 times no sucess but herd the odd ones getting caught just wondering if anyone on here has had any luck

Nefarious malodorous bottom feeders with malicious intent (evil smelling nasty bastards)

Some time back I put up a post stating that I thought that some of the fishos showing off their latest catch which had the fish covered with blood etc might be better off showing their catch with a nice clean clear of blood. The reason I put this up was that a good friend of mine gave me heads up that an infamous group of low life bottom feeders was about to use such photos showing bloodied fish in a campaign against the taking of fish and were going to allude to the suffering these fish endured during the fight.

It is with great regret that I see the mentally disturbed amongst the general public have finally struck. In the latest issue of the "Western Angler" magazine the editorial written by a highly respected fishing writer details the event which befell a southern fisho, who happened to catch a sizable tiger shark. After a quick photo the hook and accompanying wire trace was removed from the shark and it was quickly returned to the water. The next day the community minded fisho notified the Fisheries dept. that there was a sizable tiger shark at large in the immediate area.

Now most logical thinking people would be thinking good job well done on returning the fish to the sea as it is against the law to keep sharks of this size. Not so fast there cobber. The next thing that happens is the fisho has the fisheries officers at his door who then proceed to read the riot act to him explaining that a complaint has been received from a member of the public and they are at his door to interview him about the incident and in their opinion the fisho should have cut his line the very moment he realized that he had a shark that exceeded the maximum size allowable.

Reading between the lines it appears to me that the interview was not the most pleasant of experience to go through. At the back of the same magazine in an article written by another well respected and highly qualified fishing writer there is an article written under the heading "back lash" which alludes to the blurring of people's identity to protect them from the mentally sick amongst the general population who have taken it upon themselves to being subject to unpleasant actions from the save everything from human interaction brigade.

Now let me state here and now that I strongly support the state fisheries dept who by and large do all of us a good service, however I will also point out to them when I'm of the opinion that they have acted in a most foolish way, like they have over the tiger shark incident. If it wasn't so serious it would be laughable, the fisho reported to fisheries of his own bat what had happened and given them a heads up about the shark in the area then, then is subject to a lecture on how the fish should have been dealt with and they have acted on a complaint from the human excrement of a person who has made a malicious complaint.

I'm very much appreciative of what is required when a member of the public makes a complaint to a public officer, a simple notation on the top of the complaint NFAR (no further action required) would have saved hurt feelings and negative feelings being generated.. Lets see a bit of common sense being applied on the job fisheries.

Yellowtail NOR Landbased?

Is there anywhere you can catch yellowtail (for bait) NOR landbased?
